How to register for VAT in UAE: thresholds, timing and the EmaraTax steps

Registration is the step most small UAE businesses get wrong on timing rather than paperwork. You must apply within 30 days of crossing AED 375,000 in taxable supplies and imports, and the FTA can backdate your registration and fine you if you miss it. Here is how to run the turnover test month by month, what voluntary registration at AED 187,500 gets you, and what to have ready before you open EmaraTax.

How the HelloBooks AI agent handles it

You ask in plain English, the AI does the bookkeeping work, and you or your accountant approve the result.

  • You ask: “Have our taxable sales and imports gone over 375,000 dirhams in any rolling 12 months?”
  • The AI agent: HelloBooks sums standard-rated and zero-rated sales plus imports for every rolling 12-month window in your ledger, excludes exempt and out-of-scope lines, and shows the first month the total crossed AED 375,000.
  • You review: You or your accountant confirm the line treatments behind the total and decide the registration date. The application itself is made by a person on EmaraTax.

The two thresholds and the 30-day window

The FTA sets the mandatory threshold at AED 375,000 of taxable supplies and imports. You must register if you went over it in the previous 12 months, or if you expect to go over it in the next 30 days. Voluntary registration opens at AED 187,500, and counts taxable expenses as well as supplies, which helps start-ups that are spending before they sell.

Article 7(2) of the Executive Regulation gives you 30 days from the day you became required to register to file the application. If you do not apply, Article 7(3) lets the FTA register you from the date you should have been registered and impose penalties. The penalty table in Cabinet Decision No. 40 of 2017, as amended, sets AED 10,000 for failing to submit a registration application on time.

A worked example: a Sharjah design studio

A design studio in Sharjah invoices roughly AED 28,000 every month. By the end of its eleventh month it has invoiced AED 308,000. In month twelve it signs a fit-out branding project worth AED 90,000 to be invoiced within the next 30 days. The expected total passes AED 375,000 inside that 30-day window, so the studio is already required to register, even though the trailing 12-month figure is still below the line.

That forward-looking test is easy to miss. It is the reason the studio's accountant checks signed contracts and quotes, not only issued invoices, when the running total gets close.

What you need before opening EmaraTax

FTA services are reached through UAE Pass, so the person applying needs an active UAE Pass account. Have the trade licence, the Emirates ID and passport of the authorised signatory, bank details, and your turnover figures with supporting invoices to hand. Article 14(3) of the Decree-Law allows a person conducting business only one Tax Registration Number, so a business with several branches registers once rather than branch by branch.

Voluntary registrants should note Article 23: you cannot deregister within 12 months of registration, so choose the voluntary route only if recovering input VAT is worth a year of returns at minimum.

  • Trade licence and memorandum of association (or equivalent)
  • Emirates ID and passport of the authorised signatory
  • Twelve months of sales and imports, split by VAT treatment
  • Expected turnover for the next 30 days, with signed contracts

How HelloBooks helps before and after

Before you register, HelloBooks tracks the rolling total and flags it when it approaches AED 375,000 so you are not working it out from bank statements in a hurry. After the TRN arrives, you enter it once and every tax invoice the AI drafts carries it. Need invoice layouts in Arabic and English or a chart of accounts built for your trade? FAQ

Frequently asked questions

Do exempt sales count towards the AED 375,000 threshold?
The FTA threshold counts taxable supplies and imports. Exempt supplies are not taxable supplies, so they are left out of the test. Zero-rated sales are taxable and do count.
How long do I have to apply once I cross the threshold?
Thirty days, under Article 7(2) of the Executive Regulation. Missing it can lead to backdated registration and an AED 10,000 penalty.
Can a business with no sales yet register?
Yes, voluntarily, if its taxable expenses over the past 12 months exceed AED 187,500 or are expected to in the next 30 days.
Does HelloBooks submit the registration form?
No. HelloBooks shows the turnover test and the supporting invoices. A person in your business, or your tax agent, applies on EmaraTax.
