Blocked input VAT UAE: entertainment, motor vehicles and staff benefits

Some VAT can never be recovered even though the cost is a genuine business expense. Article 53 of the Executive Regulation blocks three groups: entertainment for people who are not your employees, motor vehicles available for anyone's personal use, and goods or services given free to staff for their personal benefit. Each has exceptions, and the staff rules now sit alongside a 2026 FTA decision on employee expenses.

How the HelloBooks AI agent handles it

You ask in plain English, the AI does the bookkeeping work, and you or your accountant approve the result.

  • You ask: “Show this year’s restaurant and hotel bills and tell me which VAT we cannot claim.”
  • The AI agent: HelloBooks lists hospitality bills, reads the description and attendees noted on each, and marks client entertainment as blocked while leaving staff events and business travel for your decision.
  • You review: Your accountant confirms each borderline item against Article 53 and the FTA guidance before the input VAT is claimed or written off.

Entertainment

Article 53(1)(a) of the Executive Regulation blocks input tax where a non-government business provides entertainment services to anyone it does not employ, including customers and officials. A Dubai agency that hosts a client dinner for AED 3,150 including AED 150 VAT cannot recover the AED 150. The full AED 3,150 is the cost of the dinner.

Motor vehicles

Article 53(1)(b) blocks input tax on motor vehicles used in the business that are available for personal use by any person. Article 53(2)(b) defines a motor vehicle as a road vehicle designed to carry no more than 10 people including the driver. Article 53(4) says taxis, emergency vehicles and vehicles rented to customers are not treated as available for private use.

A pool car that a manager takes home in Sharjah each evening is likely blocked. A van used only for deliveries and parked at the Al Quoz warehouse overnight is a different case, and the records should show it.

Goods and services given to staff

Article 53(1)(c) blocks input tax on goods or services given to employees for no charge and for their personal benefit. It lists exceptions: where the employer has a legal obligation under labour law, a contractual obligation or documented policy that reflects normal business practice, health insurance for employees and family (up to one spouse and three children under 18), and deemed supplies.

The FTA has also issued Decision No. 17 of 2026 on the cases and conditions for recovering input tax on employee expenses. Read it with Article 53 before setting your policy.

  • Client entertainment: blocked
  • Car available for private use: blocked
  • Free personal benefit for staff: blocked unless an exception applies
  • Employee health insurance within the stated family limits: excepted

Coding blocked VAT in HelloBooks

Blocked VAT should be expensed with the cost, not left in the input VAT account. HelloBooks has a blocked treatment for bill lines, and the AI agent learns from your approvals which suppliers and descriptions usually fall into it. Expense claims from staff go through the same rule, so an employee's restaurant receipt is coded correctly when it posts. Firms that want stricter approval rules for hospitality spend can ask for them at hello@hellobooks.ai.
