Accredited service provider UAE e-invoicing: role, list and limits

Every business in scope of UAE e-invoicing must appoint an accredited service provider, or ASP. The ASP sits at corners 2 and 3 of the five-corner model, validating, converting, exchanging and reporting invoice data. Only providers accredited by the Ministry of Finance can do it, and the Ministry publishes the list. This page explains what an ASP does, what it does not take off your hands, and how the accreditation list works.

What an ASP does

The Ministry's guidelines describe the supplier-side ASP's tasks:

  • Validating the supplier's invoice data against the UAE specification.
  • Converting it to the UAE XML standard where needed.
  • Looking up the buyer's participant identifier and transmitting the invoice to the buyer's ASP.
  • Reporting tax data to the FTA.
  • Encrypting transmissions and generating a unique identifier for each invoice.

The accreditation list

Accreditation was governed by Ministerial Decision No. 64 of 2025, since amended, and the Ministry now also lists Ministerial Decision No. 168 of 2026 on eligibility and accreditation. When we checked in October 2026, the Ministry's accredited list held 69 providers, with three more pre-approved and in final assessment. The Ministry says the list is updated periodically, so check it on the day you sign.

Accreditation is the Ministry's decision alone, made against published technical and eligibility criteria. A software vendor that says it is "e-invoicing ready" is not an ASP unless it appears on that list.

What stays with you

The guidelines say the compliance obligation remains with the supplier even when the ASP performs the technical steps. You must appoint only one ASP for both sending and receiving. You start onboarding yourself through EmaraTax, where the account administrator selects the ASP from the e-invoicing tile. Retention of invoices also stays your responsibility, even if the ASP stores copies.

Your invoice data is the input. HelloBooks keeps the records an ASP will need, including TRNs, customer details and line-level VAT, and the AI agent checks those fields as it drafts invoices. HelloBooks is not an accredited provider and does not transmit e-invoices; the business appoints its own ASP from the Ministry list.
