Peppol UAE: how PINT AE and participant identifiers work

The UAE did not invent a new invoice format from nothing. The Ministry of Finance guidelines say UAE e-invoices follow the PINT AE billing specification from Peppol, and the Ministry notes that the exchange can use OpenPeppol, a standard that allows cross-border exchange. For most businesses Peppol stays behind the scenes, handled by their accredited service provider. A few details, though, land on the finance team, starting with your participant identifier.

What Peppol and PINT AE are

Peppol is an international network and set of specifications for exchanging business documents between service providers. PINT is its international invoice model, and PINT AE is the UAE version. The guidelines say PINT AE sets out the specific contents of an electronic invoice, and that the specification varies by document type and scenario.

In the UAE five-corner model, the two ASPs at corners 2 and 3 exchange documents in this format, and the FTA receives tax data at corner 5.

Your participant identifier

Every in-scope business needs an address on the network. The guidelines set the participant identifier as 0235 followed by your 10-digit TIN, and the TIN is the first 10 digits of your TRN. So if a Dubai company's TRN begins with the ten digits 1001234567, its identifier is 0235 followed by those same ten digits. Each member of a VAT tax group has its own TIN and identifier.

The Ministry's mandatory fields document shows the seller electronic address as the TIN and the electronic identifier scheme as the fixed value 0235.

Buyers without an identifier

The guidelines provide fallback endpoints so the supplier can still comply:

  • A UAE buyer not yet on the system: the predefined endpoint 0235:9900000098.
  • A foreign buyer with no Peppol identifier: the predefined endpoint 0235:9900000099.
  • In both cases the supplier's own e-invoicing obligation is unchanged.

Where accounting software fits

Your ASP handles the Peppol connection, the format conversion and the lookups. Your accounting system supplies the data. HelloBooks does not connect to Peppol and does not send e-invoices. What it does is keep each customer's TRN, legal name and address in a structured record, so deriving a TIN-based identifier or passing data to your ASP starts from clean information. Ask the AI agent "which customers have a TRN that is not 15 digits?" to catch typing errors early. Partner firms can request custom customer fields at /book-a-demo.

FAQ

Frequently asked questions

Do I need to join Peppol myself?
No. Your accredited service provider connects to the network on your behalf. You onboard with that provider through EmaraTax.
Is the participant identifier my TRN?
No. It is 0235 followed by your 10-digit TIN, which is the first 10 digits of your TRN.
Can I send e-invoices to overseas customers?
The guidelines cover foreign buyers. If the buyer has no Peppol identifier, the supplier uses the predefined endpoint 0235:9900000099.
