E-invoicing for large businesses UAE: the first wave in January 2027

Businesses with revenue of AED 50 million or more are first in line. They must appoint an accredited service provider by 30 October 2026, after Ministerial Resolution No. 66 of 2026 moved the date from 31 July, and go live on 1 January 2027. For a group with several entities, a mix of mainland and free zone companies and thousands of invoices a month, the remaining weeks are about testing, exceptions and controls rather than choosing software.

Your obligations at a glance

For revenue at or above AED 50 million:

  • Appoint one ASP by 30 October 2026.
  • Onboard through EmaraTax and obtain a participant identifier based on your TIN.
  • Issue and receive in-scope invoices and credit notes as e-invoices from 1 January 2027.
  • Keep e-invoices for the period required under the Tax Procedures Law and produce them when the FTA asks.

Points large groups often miss

Each entity in a VAT tax group has its own TIN and participant identifier, according to the guidelines, even when the group representative holds a different TRN. Ministerial Decision No. 197 of 2026 also excludes transactions between members of the same tax group for 24 months from 1 January 2027, which removes intra-group invoices from the first two years but does not remove the need to onboard each member.

Exports need attention too. A VAT tax invoice for an export is issued as an e-invoice, and when the foreign buyer has no Peppol identifier the supplier uses a predefined endpoint set out in the guidelines.

Controls for go-live

Build a rejection workflow: who fixes an invoice the ASP or the buyer's side rejects, and how quickly. Ministerial Decision No. 243 of 2025, as amended, sets issuing timeframes, including a window of 14 business days for certain e-invoices and e-credit notes, while VAT registrants follow the VAT Law's timing for tax invoices. Late or missing e-invoices carry administrative penalties.

Where a subsidiary keeps its books in HelloBooks, the AI agent keeps customer TRNs, line VAT categories and credit note links complete, and lists exceptions for your team. HelloBooks is not an ASP and does not exchange e-invoices; transmission is done by the provider you appoint. Groups that need data exports shaped for their ASP can ask for that customisation at /book-a-demo.
