E-invoicing advisory services UAE: a firm playbook

Every in-scope client needs help with e-invoicing, and most will ask their accountant first. That makes it a natural advisory service for UAE firms: it is time-bound, valuable and builds on data you already manage. This playbook lays out the service in four stages, from readiness review to post go-live reconciliation, and is clear about where your firm advises and where the client's accredited service provider takes over.

The deadlines that drive demand

Under Ministerial Decisions 243 and 244 of 2025, as amended, businesses with revenue of AED 50 million or more must appoint an accredited service provider by 30 October 2026 and go live on 1 January 2027. Smaller businesses, under the AED 50 million line, have until 31 March 2027 to sign a provider, with a 1 July 2027 start. B2C transactions are excluded until further notice, and Ministerial Decision No. 197 of 2026 excludes transactions within the same tax group for 24 months from 1 January 2027.

Most SME clients fall in the July 2027 wave. That gives your firm a window through the first half of 2027 to run readiness work at a steady pace.

Four stages of the service

Price each stage as a fixed project with a clear deliverable.

  • Readiness review: scope check, revenue band, B2B and B2G share, data gaps report
  • Data clean-up: customer TRNs and legal names, item lists, line-level VAT treatments
  • Provider shortlisting: compare accredited providers from the Ministry of Finance list against the client's volumes and systems; the client chooses and contracts
  • Go-live support: test scenarios for invoices, credit notes and rejections; monthly reconciliation of provider records to the ledger afterwards

Where the firm stops

Be precise about responsibilities in the engagement letter. The client appoints the accredited provider and is responsible for compliance. Your firm advises, cleans data and reconciles. Avoid any wording that suggests your firm or your software transmits e-invoices, unless you are in fact an accredited provider.

Using HelloBooks for the data work

HelloBooks is the ledger, not an e-invoicing provider, and it does not connect to providers. What it gives your firm is clean source data: customer TRNs on file, line-level VAT treatments and AED tax amounts on every invoice. Ask the AI agent "which customers are missing a TRN?" or "which invoices this year have lines with no VAT category?" and you have the clean-up worklist for each client in minutes.

Partner firms can request a standard readiness report across all their client files. Talk to the partner team at /book-a-demo.
