Employee expense claims in the UAE: faster for staff, cleaner for VAT

Expense claims are small items with large irritation attached. Staff hate the spreadsheet and the lost receipts. Finance hates chasing them. And since 1 October 2026 the VAT side has become stricter, because the FTA has narrowed when input tax on employee expenses can be recovered. Here is how we would run claims in a UAE company now, with AI doing the paperwork.

What changed on 1 October 2026

Cabinet Decision No. 149 of 2026 amended the VAT Executive Regulation, and FTA Decision No. 17 of 2026 set out the cases and conditions for recovering input tax on expenses for employees. According to published summaries of the decision, a contract clause or HR policy alone is no longer enough. Recovery is limited to defined cases, including work-related transport, food and drink only in remote or isolated locations, operationally necessary accommodation, temporary accommodation for new joiners for up to 30 days, mobile phones and internet, and business-related parking.

Each case comes with conditions, such as a written policy, a real business reason, negligible personal benefit, monitoring of use and adequate records. Benefits outside these cases are generally not recoverable unless labour law requires them. Read the decision itself, or ask your tax agent, before changing your treatment; the Arabic text prevails.

Separate two kinds of claim

Not every claim is an employee benefit. When a salesperson pays for a client's printer cartridges with a personal card and claims it back, the business bought the cartridges; the employee merely paid. That is a business expense paid on the company's behalf, and the normal input tax rules apply, provided the tax invoice is in the company's name where required.

Benefits are different: a team dinner, a gym membership, home internet. These fall under the employee expense rules. The AI can suggest which category each claim belongs to from the receipt and the description, but the policy decision on what counts as what should be written down by the owner and the accountant.

The flow in HelloBooks

A claim that used to take a week of back-and-forth can move in a day.

  • The employee photographs the receipt in the mobile app and adds one line on the purpose.
  • The AI reads the receipt in Arabic or English: merchant, date, amount, VAT and TRN if shown.
  • It suggests the expense account and VAT treatment, and flags items such as client entertainment where input tax is blocked.
  • The line manager approves on the phone; claims above a limit go to finance.
  • Approved claims post to the ledger as amounts owed to the employee, ready for reimbursement.

Worked example: a sales team in Abu Dhabi

A sales manager submits four receipts for the week. Parking at a client site: AED 40 including AED 1.90 VAT. Taxi to a client meeting: AED 68, with no tax invoice. Lunch with a prospective customer at a hotel: AED 420 including AED 20 VAT. Monthly mobile data top-up: AED 105 including AED 5 VAT, under a written phone policy.

The AI posts parking and the phone top-up with recoverable input tax, subject to the policy conditions being met. The taxi is posted as an expense with no VAT to recover, because there is no tax invoice. The client lunch is posted to entertainment with the AED 20 VAT marked as not recoverable, because input tax on entertaining non-employees is blocked. The manager is reimbursed AED 633 in total.

Reimbursement and month end

Reimburse claims in a batch, weekly or with payroll. When the bank transfers appear on your uploaded statement, the AI matches each one to the employee's claim balance. At month end, ask 'which claims are approved but unpaid?' and you have the list. Unapproved claims older than 30 days are worth a nudge; they distort the month's costs.

Companies with particular policies, for example per-diem rates for site staff or project-based coding for every claim, can have those rules built into the AI's categorisation. Email hello@hellobooks.ai with a copy of your expense policy.

FAQ

Frequently asked questions

Can staff submit claims in Arabic?
The receipts can be in Arabic or English; the AI reads both. Employees add a short purpose note, and approvers see the original image alongside the AI's reading.
Is VAT on staff meals recoverable?
Under FTA Decision No. 17 of 2026, food and drink for employees is a recoverable case only in remote or isolated locations, subject to conditions. Outside that, treat it as not recoverable unless your tax agent advises otherwise.
What if an employee loses the receipt?
Record the expense with a note and no input tax claimed. Without a valid tax invoice the VAT should not be recovered. A clear policy that claims need a receipt photographed on the day reduces this sharply.
Do claims post automatically?
They post once approved. Until then they sit in the approval queue, and they never post with recoverable VAT the AI has flagged as doubtful without a person confirming it.
