An e-invoicing plan for SMEs under AED 50 million, month by month

Most UAE businesses are in the second phase of e-invoicing: revenue below AED 50 million, a provider to appoint by 31 March 2027 and a go-live date of 1 July 2027. That feels distant in October 2026. It is not. The first-phase rush will occupy providers for months, and the hard work for an SME is data clean-up, which takes longer than anyone expects. Here is a plan that starts now.

Confirm you are in the second phase

Your phase depends on gross income for the most recent accounting period, based on financial statements. Below AED 50 million, you are in the second phase under Ministerial Decision No. 244 of 2025. Check your latest statements, not your forecast.

Also confirm you are in scope at all. If you sell only to consumers, your transactions are excluded until further notice. If you sell to businesses or government, you are in. A Dubai printing company with AED 9 million of sales to corporate clients is firmly in the second phase.

October to December 2026: data first

Start with customers. Every business customer needs a correct legal name, TRN where registered, and a full address. Then products and services: consistent descriptions, units of measure and a VAT category for each.

Example: the printing company finds that 140 of its 520 customer records lack a TRN and 60 use trading names that differ from the licence. Fixing them takes a staff member three weeks of calls and emails. Doing it in March would have collided with provider onboarding.

  • Customer legal names, TRNs and addresses
  • Product and service lists with units and VAT categories
  • Credit note process and reasons
  • Invoice numbering and series

January to March 2027: choose and appoint

Shortlist three accredited providers from the Ministry of Finance list, send them the same questions, and compare. Sign by early March to leave room before the 31 March 2027 appointment deadline, and complete onboarding on EmaraTax as instructed.

Missing the appointment deadline is a violation in its own right. The penalty table now sits in Cabinet Decision No. 173 of 2026, which replaced the original 2025 schedule; look up the current amount on the Ministry of Finance e-invoicing page before you plan around it.

April to June 2027: test and train

Run test invoices through the provider's environment. Include the awkward cases: a foreign currency invoice, a credit note, an invoice with mixed VAT categories, a customer with no TRN. Fix whatever the provider rejects.

Train the people who raise invoices and the people who receive rejection alerts. Decide who fixes a rejected invoice and how fast. For VAT registrants, e-invoices follow the VAT law's timeline for issuing tax invoices; others have 14 days from the transaction.

What it will cost

Provider fees vary by volume and service, so get quotes rather than relying on averages. The larger cost for most SMEs is internal time: data clean-up, testing and changes to routines.

Do not overlook the cost of not being ready. E-invoices and credit notes not issued through the system on time are penalised violations, and the amounts are set by Cabinet Decision No. 173 of 2026.

A one-page readiness owner list

Small businesses do best when each part of the plan has a named owner. One person for customer data, one for the provider selection, one for testing, and the owner or finance manager signing off. In a ten-person company, that may be two people wearing several hats, which is fine as long as it is written down.

Set a short weekly check-in from January to June 2027. Ten minutes on what was done, what is blocked and whether the 31 March and 1 July dates are still safe will catch slippage early.

  • Customer and product data: sales or admin lead
  • Provider selection and contract: owner or finance manager
  • Testing and rejection handling: finance or accounts staff
  • Sign-off: owner

Using HelloBooks through the plan

HelloBooks helps most with the data stage. The AI agent can list customers missing a TRN or address, products without a VAT category and invoices with inconsistent descriptions. Every invoice it drafts carries customer details and line-level VAT, so the records you hand your provider are complete.

HelloBooks does not issue e-invoices or connect to providers; your appointed accredited provider does that. If you want custom invoice fields or a data export your provider has asked for, book a call at /book-a-demo or email hello@hellobooks.ai.

Appoint an accredited service provider by 31 March 2027 and implement e-invoicing by 1 July 2027, under Ministerial Decision No. 244 of 2025.
I am not VAT registered. Does this still apply?
The scope in Ministerial Decision No. 243 of 2025 covers persons conducting business in the UAE, not only VAT registrants. B2C-only businesses are excluded for now. Check your position with your adviser.

Yes. Voluntary adoption has been possible since 1 July 2026.
What if my revenue crosses AED 50 million in 2026?
The phase is based on the most recent accounting period's financial statements. If the latest statements show AED 50 million or more, check urgently whether you fall into the first phase.
