The large business e-invoicing deadline UAE groups face: from July 2026 to now

Large UAE businesses were originally told to appoint an accredited e-invoicing provider by 31 July 2026. In May 2026, Ministerial Resolution No. 66 of 2026 moved that date to 30 October 2026. The go-live date of 1 January 2027 did not move. With the new deadline days away as we write, this recap covers what changed, where a late starter stands and how to use the ten weeks left before go-live.

Who counts as a large business

The first phase covers persons with revenue of AED 50 million or more. Revenue means gross income for the most recent accounting period, based on financial statements prepared under UAE rules, or other documentation the FTA accepts if those are not available.

A Dubai electronics distributor with audited 2025 revenue of AED 63 million is in. An Abu Dhabi contractor with AED 48 million is not, even if its order book suggests it will pass AED 50 million in 2026. The test looks back, not forward.

What changed in 2026

Ministerial Decision No. 244 of 2025 set 31 July 2026 for appointing a provider and 1 January 2027 for implementation. Ministerial Resolution No. 66 of 2026 replaced the provision so that the appointment deadline is 30 October 2026, with implementation still by 1 January 2027.

Separately, Ministerial Decision No. 197 of 2026, effective 1 October 2026, removed the requirement to store e-invoice data inside the UAE, removed the duty to notify the FTA of a system failure within two business days, and added a temporary 24-month exclusion from 1 January 2027 for transactions between members of the same tax group.

  • Provider appointment: 31 July 2026 moved to 30 October 2026
  • Go-live: 1 January 2027, unchanged
  • Data storage inside the UAE: requirement removed
  • System failure notification within two business days: repealed
  • Same tax group transactions: excluded for 24 months from 1 January 2027

If you have not appointed a provider yet

Sign with an accredited provider now. Not appointing a provider by the Minister's deadline is a violation under the e-invoicing penalty rules, now Cabinet Decision No. 173 of 2026, which replaced the original Cabinet Decision No. 106 of 2025. Check the Ministry of Finance page for the amounts that apply today.

Then complete onboarding through EmaraTax as the FTA directs. The Ministry has said in-scope businesses should select a provider, complete the contracts and onboard through EmaraTax.

Using the ten weeks before go-live

Split the time into three blocks. Until mid-November, finish data clean-up on customers and products and agree the data route from your systems to the provider. Late November to mid-December, test with real invoice types: standard, zero-rated, credit notes, foreign currency. The last two weeks of December, freeze changes and brief the team.

Example: a Jebel Ali trading group with AED 140 million revenue issues 6,000 B2B invoices a month across three entities. It tests 200 invoices per entity, finds that 4% fail because of missing buyer electronic identifiers, and fixes the customer records before January.

After 1 January 2027

Once live, each in-scope invoice and credit note must be issued and transmitted through the system on time. For VAT registrants, that follows the VAT law's timeline for tax invoices; other issuers have 14 days from the transaction. Failing to issue them through the system is a violation under Cabinet Decision No. 173 of 2026.

Expect a few weeks of higher rejection rates. Staff a daily rejection review in January and track the reasons, so recurring data problems are fixed at the source.

Receiving e-invoices from suppliers

Large businesses tend to focus on issuing, but from 1 January 2027 they also start receiving e-invoices from first-phase suppliers through their provider. Accounts payable needs a route for those: who receives them, how they are matched to purchase orders and goods received, and how disputes are handled.

A useful test before January is to ask your five largest suppliers which phase they are in. Those already live will send e-invoices from day one, and your payables team should be ready to process them.

Where HelloBooks fits for large businesses

HelloBooks is accounting software and does not issue e-invoices or connect to providers. For businesses that keep their books in HelloBooks, the value is complete invoice records across entities: customer TRNs, addresses, line-level VAT and AED totals, with the Business plan's multi-entity view and audit log.

The AI agent can flag customers without a TRN or address across all entities in one request. If your provider needs invoice data in a particular layout, the team can scope a custom export with you through /book-a-demo.

FAQ

Frequently asked questions

What is the provider deadline for businesses with revenue of AED 50 million or more?
30 October 2026, under Ministerial Resolution No. 66 of 2026. The original date of 31 July 2026 was replaced.
Has the 1 January 2027 go-live moved?
No. Implementation for the first phase is still required by 1 January 2027.
What is the penalty for appointing a provider late?
Late appointment counts as failing to implement the system on time. The amounts are now set by Cabinet Decision No. 173 of 2026, which replaced Cabinet Decision No. 106 of 2025; confirm the current figure on the Ministry of Finance e-invoicing page.
Do we still need to store e-invoice data in the UAE?
No. Ministerial Decision No. 197 of 2026 removed that requirement from 1 October 2026. Records must still be kept for the period set by the Tax Procedures Law and provided to the FTA on request.
