UAE e-invoicing readiness checklist for 2027 go-live

The UAE moves business-to-business invoicing onto a national e-invoicing system in stages from 2027. Every in-scope business must appoint an accredited service provider from the Ministry of Finance list. Before that provider can do anything, your invoice data has to be complete and consistent. HelloBooks helps you get the data right now and keeps the records you will hand over.

How the HelloBooks AI agent handles it

You ask in plain English, the AI does the bookkeeping work, and you or your accountant approve the result.

  • You ask: “Which of my customers are missing a TRN or have incomplete details for e-invoicing?”
  • The AI agent: The agent scans your customer list and last 12 months of invoices, lists records with missing or badly formatted TRNs, missing addresses or free-text lines without a VAT treatment, and works out which go-live wave your revenue puts you in.
  • You review: You fix or confirm each record, choose and contract an accredited provider from the Ministry of Finance list, and agree with your accountant how invoices will pass from HelloBooks to that provider.

The dates that apply to you

Ministerial Decisions 243 and 244 of 2025 set the timeline, and Ministerial Resolution 66 of 2026 later moved one date. Businesses with revenue of AED 50 million or more now appoint an accredited service provider by 30 October 2026, extended from 31 July 2026, and go live on 1 January 2027. Smaller businesses, under the AED 50 million line, have until 31 March 2027 to appoint a provider and start on 1 July 2027. Government entities go live on 1 October 2027. Voluntary adoption and a pilot run from 1 July 2026.

Ministerial Decision 197 of 2026 refined the exclusions. Business-to-consumer sales are outside scope for now, and transactions between members of the same VAT tax group are excluded for 24 months from 1 January 2027. The same decision says e-invoices are issued and transmitted within 14 business days of the transaction.

A readiness checklist you can run in HelloBooks

Work through these before you sign with a provider; each one is a report or filter in HelloBooks.

  • Every registered customer has a valid 15-digit TRN and full address
  • Every invoice line has a VAT treatment, not a blanket total
  • Credit notes reference the invoice they correct
  • Invoice numbering is sequential with no gaps you cannot explain
  • Your own legal name and TRN match the trade licence and FTA record
  • You know which sales are B2C and therefore outside the first phase

What HelloBooks does and does not do

HelloBooks keeps the invoice records an e-invoicing provider needs: customer details and TRNs, line items, VAT per line, currency and exchange rate, and the link between credit notes and invoices. It is not an accredited service provider and does not transmit e-invoices itself. You appoint a provider from the Ministry of Finance list and agree the hand-off with them.

Worked example: a Dubai wholesaler below AED 50 million

A building materials wholesaler in Al Quoz turned over AED 18 million last year, so it falls in the second wave: appoint by 31 March 2027, live on 1 July 2027. The HelloBooks scan finds 37 trade customers with no TRN on file and 210 invoices from early 2026 with one combined VAT line. The finance manager collects the TRNs over a month and switches to line-level VAT on all new invoices, so the data is clean before the provider is chosen.

FAQ

Frequently asked questions

Is HelloBooks an accredited e-invoicing provider?
No. The provider you appoint has to come from the accredited list the Ministry of Finance publishes. HelloBooks prepares and keeps the invoice data that provider will need.
Do retail sales to the public need e-invoices from 2027?
Sales to consumers sit outside the system for now, until the Ministry says otherwise. Keep watching Ministry of Finance announcements, because that can change.
How do I know which wave I am in?
It depends on revenue against the AED 50 million line. Ask the HelloBooks agent for your revenue over the relevant period and confirm the measurement basis with your tax agent.
