Voluntary disclosure VAT UAE: correcting errors after you file

Every business eventually finds a mistake in a return it has already filed. In the UAE the route depends on size: errors above AED 10,000 in tax need a voluntary disclosure within 20 business days, while smaller ones can usually be corrected in the next return. The penalty for disclosing is now far lower than being found by an audit. This guide explains both routes and the costs as they stand from April 2026.

How the HelloBooks AI agent handles it

You ask in plain English, the AI does the bookkeeping work, and you or your accountant approve the result.

  • You ask: “We found a supplier bill from March that was claimed twice. What is the VAT difference?”
  • The AI agent: HelloBooks finds both postings of the bill, shows the AED amount of input VAT claimed twice, identifies the return it went into, and reverses the duplicate in the ledger once you approve.
  • You review: Your accountant decides whether the difference goes in the next return or needs a voluntary disclosure, and prepares and submits it on EmaraTax.

Which route applies

Article 10 of the Tax Procedures Executive Regulation (Cabinet Decision No. 74 of 2023), as amended by Cabinet Decision No. 17 of 2026 from 1 April 2026, sets the split. Where the error causes a tax difference above AED 10,000, you submit a voluntary disclosure within 20 business days. Where it is AED 10,000 or less, you may correct it in the next eligible return. If there is no later return to use, the voluntary disclosure route applies.

A Dubai retailer that under-declared AED 6,400 of output VAT in the first quarter can add it to the second quarter's return. One that under-declared AED 18,000 needs a voluntary disclosure.

What it costs

Under the amended Cabinet Decision No. 40 of 2017, a voluntary disclosure filed before any audit notice carries a penalty of 1% of the tax difference for each month or part of a month until it is submitted. If the FTA has already notified an audit, a fixed 15% of the difference is added to the monthly 1%.

For the AED 18,000 error found six months after the due date and disclosed before any audit, the monthly penalty would be around AED 1,080. After an audit notice the same error would add AED 2,700.

Preparing the disclosure

The disclosure identifies the return, the boxes affected, the original and corrected figures, and the reason. The figures must tie back to the ledger and the source documents.

  • Identify the tax period and the boxes affected
  • Calculate the tax difference precisely
  • Correct the ledger so later returns are right
  • Keep the working papers and documents with the disclosure

Finding errors early with HelloBooks

The cheapest disclosure is the one you file quickly. HelloBooks keeps an audit log of every change to a posted entry, so a correction shows who made it, when, and to which period. The AI agent spots likely duplicates, bills claimed without tax invoices and sales without VAT, so issues surface during the quarter rather than a year later. Firms reviewing many clients can ask for exception reports tailored to their review process at /book-a-demo.
