UAE e-invoicing guide: the model, the scope and the dates

The UAE is replacing PDF and paper invoices between businesses with structured electronic invoices exchanged through accredited service providers and reported to the FTA. The rules sit in Ministerial Decisions No. 243 and 244 of 2025, amended in 2026, and in Ministry of Finance guidelines. This guide explains what an e-invoice is, how one moves from seller to buyer, who must comply and when, and what your accounting records need to hold before then.

What counts as an e-invoice

The Ministry of Finance defines an e-invoice as a structured form of invoice data issued and exchanged electronically between supplier and buyer, and reported electronically to the FTA. A PDF, a Word file, a scanned copy or an emailed image is not an e-invoice. The guidelines say e-invoices are issued and received in XML and carry no QR code or barcode.

Commercial invoices sent as PDF or paper are to be replaced by e-invoices once a business is in scope, and VAT tax invoices are issued electronically too.

How an invoice travels: the five corners

The Ministry calls the model Decentralised Continuous Transaction Control and Exchange:

  • Corner 1, the supplier, sends invoice data to its accredited service provider (ASP).
  • Corner 2, the supplier's ASP, validates the data, converts it to the UAE XML standard if needed, sends it on and reports tax data to the FTA.
  • Corner 3, the buyer's ASP, validates and delivers the invoice, and also reports tax data when validation succeeds.
  • Corner 4 is the buyer, who receives the structured invoice.
  • Corner 5 is the FTA, which receives the tax data and returns status messages.

Who is in scope and when

Business-to-business, business-to-government and government transactions are in scope; supplies to individuals not acting in business are not. Under Ministerial Decision No. 244 of 2025 as amended by Ministerial Resolution No. 66 of 2026, businesses with revenue of AED 50 million or more appoint an ASP by 30 October 2026 and go live on 1 January 2027. Smaller businesses, below that AED 50 million line, have until 31 March 2027 to appoint a provider and switch on from 1 July 2027. Government entities follow on 1 October 2027. Voluntary adoption has been possible since 1 July 2026.

What your books need to hold

An ASP can only send what your system gives it. Customer TRNs, legal names, addresses, VAT treatment per line and correct credit note links all need to be right in the source data. HelloBooks keeps complete invoice records with TRNs, customer details and line-level VAT, and the AI agent flags customers with a missing or malformed TRN when it drafts an invoice. HelloBooks does not issue or transmit e-invoices and is not on the Ministry's list of accredited providers; you appoint your own ASP from the Ministry of Finance list.

FAQ

Frequently asked questions

Is a PDF invoice emailed to a customer an e-invoice?
No. The Ministry is explicit that PDFs, Word files, images, scanned copies and emails are not e-invoices.
Do retail sales to consumers need e-invoices?
Not for now. Ministerial Decision No. 244 of 2025 keeps business-to-consumer transactions outside the system until the Minister decides otherwise.
Can a business connect to the FTA directly instead of using an ASP?
The model routes invoices through accredited service providers, and in-scope businesses must appoint one. The guidelines say a business appoints only one ASP for both sending and receiving.
Who is responsible if the ASP gets it wrong?
The guidelines say the compliance obligation stays with the supplier, or with the buyer for self-billed invoices, even though the ASP does the technical work.
