Corporate tax for freelancers UAE: the AED 1 million turnover test

Freelancers, consultants on a freelance permit and owners of sole establishments are natural persons in the eyes of the corporate tax law. They come into the regime only when their business turnover in the UAE exceeds AED 1 million in a calendar year. Below that line there is nothing to register. Above it, the same 0% and 9% bands apply, and small business relief may still be available. Here is how the test works.

The turnover test

The FTA natural person page sets two conditions: the person conducts a business or business activity in the UAE, and turnover from those activities exceeds AED 1 million within the calendar year, January to December. Turnover means gross business receipts, not profit, so a designer who invoices AED 1.1 million and keeps AED 400,000 after costs has crossed the line.

The FTA excludes three kinds of income from the test: wages, personal investment income and real estate investment income. An employee who also rents out a flat in Dubai Marina in their own name is not running a business because of that rent.

Registration and returns

Under FTA Decision No. 3 of 2024, a resident individual who crosses the threshold registers by 31 March of the following year. Someone whose 2026 turnover goes above AED 1 million in October would therefore register by 31 March 2027. The return for a calendar-year tax period is then due nine months after year end.

Many individuals in this position will look at small business relief. The FTA confirms both natural and juridical resident persons can elect it if revenue is AED 3 million or less in the current and all previous tax periods.

Separating personal and business money

Freelancers often run everything through one personal account. Before the threshold becomes a question, set up:

  • A dedicated bank account, or at least a clear tag for business receipts.
  • Invoices with consistent numbering, dates and client details.
  • Receipts for business expenses kept with each payment.
  • A running turnover total for the calendar year, not your licence year.

How HelloBooks helps a one-person business

Upload a PDF or Excel statement from Emirates NBD, ADCB, FAB or any other UAE bank and the AI agent matches receipts to invoices and suggests which credits are business income. It keeps a calendar-year turnover counter and warns you as you approach AED 1 million. You still confirm each classification, and you or your tax agent handles registration on EmaraTax. FAQ

Frequently asked questions

I earn AED 900,000 freelancing plus a salary. Do I register?
Salary is excluded from the test, so the question is whether business turnover alone exceeds AED 1 million. At AED 900,000 of business turnover, the FTA says you should not register.
Does rental income from my own apartment count?
Real estate investment income held personally is excluded by the FTA. Running a property business through a licence is a different matter, so check your facts.
Is the AED 1 million measured on my licence year?
No. The FTA measures it on the calendar year, January to December.
Can a freelancer use small business relief?
Yes, if the revenue tests are met. Resident natural persons can elect the relief, which is currently available for tax periods ending by 31 December 2029.
