Choosing an e-invoicing provider UAE: questions to ask before you sign

You can appoint only one accredited service provider for both sending and receiving e-invoices, so the choice matters. The Ministry of Finance published guidance on what to consider: experience, product, integration, security, support, pricing and future-proofing. This page turns that guidance into questions you can put to each shortlisted provider, with notes on what a good answer looks like for a small or mid-sized UAE business.

Start from the official list

Only providers on the Ministry's accredited list can act as your ASP. The Ministry also publishes pre-approved providers still finishing accreditation. Shortlist from those lists, not from advertising, and record each provider's accreditation number in your file.

Accounting software vendors are a separate category. HelloBooks, for instance, keeps the invoice data a provider needs but does not appear on the list and does not transmit e-invoices.

Questions drawn from the Ministry guidance

The Ministry's considerations document groups the points like this:

  • Experience: how long have you offered e-invoicing, been a Peppol service provider, operated in the UAE, and held UAE accreditation?
  • Reach: which countries and emirates do you support, and where is your support team?
  • Product: is the platform your own or third-party, and is support direct or subcontracted?
  • Integration: how do you take data from our accounting system, through API, file upload or another route?
  • Data residency: is our data stored in the UAE or overseas?
  • Security: which certifications do you hold, and what are your encryption and incident response practices?
  • Support: what response times and uptime do your service levels guarantee?
  • Price: subscription or per invoice, any hidden fees, and is the provision of 100 free e-invoices a year recommended under Ministerial Decision No. 64 of 2025 included?
  • Future-proofing: what is on your roadmap, and how will you handle B2C if it is brought in later?

Questions specific to your business

Add your own: how the provider handles rejected invoices and who is notified, whether it can receive supplier e-invoices into a format your bookkeeper can use, how it treats tax group members and exports, and how you leave if service is poor. Ministerial Decision No. 64 of 2025 has since been amended and new accreditation rules issued in 2026, so ask each provider which current terms apply to the free invoice allowance.

Before the sales calls, ask the HelloBooks AI agent "how many sales invoices and supplier bills did we post last year, by month?" Real volumes make price comparisons honest. If you want an export from HelloBooks shaped for a particular provider's upload format, request it at /book-a-demo.

FAQ

Frequently asked questions

Can I switch ASP later?
The Ministry guidance does not set out a switching procedure. Ask each provider about exit terms and data handover before you sign.
Should the ASP store data in the UAE?
Ministerial Decision No. 197 of 2026 removed the legal requirement to store e-invoice data in the UAE, but the Ministry guidance still suggests asking where data is held because it affects privacy and performance.
Does my accounting software need to be accredited?
No. Accreditation applies to service providers that exchange and report e-invoices. Your accounting system feeds data to the provider you appoint.
