What is a taxable supply? The UAE VAT term behind registration and recovery

A taxable supply is a supply of goods or services made by a business that is subject to VAT, either at the 5% standard rate or at 0%. Exempt supplies are not taxable supplies, and transactions outside the scope of VAT are not supplies for VAT at all. The distinction looks academic, but it decides when you must register, which input VAT you can recover, and how sales are reported.

Definition

Federal Decree-Law No. 8 of 2017 charges VAT at 5% under Article 3, zero-rates the supplies listed in Article 45 and exempts those in Article 46. Taxable supplies are the first two groups. A zero-rated export is a taxable supply even though no VAT is added to the price. Residential rent, which is exempt, is not.

  • Standard-rated (5%): taxable supply
  • Zero-rated (0%): taxable supply
  • Exempt: a supply, but not a taxable one
  • Out of scope: not a supply for VAT purposes

Why it matters to a UAE business

Registration is measured on taxable supplies and imports. A Fujairah company earning AED 300,000 from residential rents and AED 100,000 from commercial rents has AED 100,000 of taxable supplies and is below the AED 375,000 mandatory threshold, even though its total income is AED 400,000.

Recovery follows the same line. Article 54(1) of the Decree-Law allows input tax to be recovered on goods and services used to make taxable supplies. A business whose only income is exempt cannot recover the VAT on its costs, while an exporter making only zero-rated sales can recover all of it, subject to the usual conditions.

How HelloBooks handles taxable supplies

Each sales line in HelloBooks carries one of five treatments: standard-rated, zero-rated, exempt, out of scope or reverse charge. The registration threshold monitor counts only taxable supplies and imports, and the draft VAT 201 reports each group in its own place. The AI agent suggests the treatment when it drafts an invoice and points out any line where the treatment differs from the item's usual one.

If your trade has unusual mixes, such as a school selling recognised tuition alongside uniforms and transport, the team can tailor the item defaults and categorisation rules with you at /book-a-demo.
