What is a designated zone? The UAE VAT term and its limits

A Designated Zone is an area listed by the Cabinet that, for certain VAT purposes, is treated as outside the UAE. The treatment is narrow: it mainly concerns goods moving between such zones. Services in a Designated Zone are taxed as if supplied in the UAE. Many free zones are not Designated Zones at all, so the term should never be read as a synonym for 'free zone'.

Definition

Article 50 of Federal Decree-Law No. 8 of 2017 treats a Designated Zone that meets the conditions set in the Executive Regulation as outside the State. Article 51 of the Executive Regulation sets those conditions: a specific fenced geographic area with security measures and customs controls, internal procedures for keeping and moving goods, and an operator that follows FTA procedures. A zone that breaches them is treated as inside the State.

Why it matters to a UAE business

Under Article 51(1) of the Decree-Law, goods can move between Designated Zones without tax becoming due. But Article 51(6) of the Executive Regulation places services supplied in a Designated Zone inside the State, and Article 51(5) treats goods consumed in the zone as supplied in the State, with exceptions. A trading company in a qualifying zone in Jebel Ali may move stock to another qualifying zone without VAT while still paying 5% on its office rent, security and audit fees.

The UAE has 37 free zones listed on the government portal, but only some are Designated Zones. The FTA published guidance on free zones and Designated Zones for tax purposes in October 2026, which is the place to check a specific zone.

How HelloBooks handles Designated Zones

In HelloBooks you tag customers and suppliers with their zone, and the VAT treatment is set per invoice line, so a single invoice can carry a 5% service line beside an out-of-scope goods line. The AI agent suggests the treatment from the item type and the counterparty's tag and lists every line treated as outside scope for your accountant to confirm. Nothing is assumed simply because a customer's address contains 'free zone'.

Free zone groups can ask for approval rules that send any out-of-scope line to a reviewer before posting, by booking a call at /book-a-demo.
