What must a UAE tax invoice include? A field-by-field checklist

A tax invoice is the document your customer needs to recover VAT, and the document the FTA checks first. Miss a required field and the customer's input tax claim is at risk; issue it late and you face a fixed penalty per case. The required content is set out in the VAT Executive Regulation. Here is the checklist we build into every HelloBooks invoice template, with notes on the fields people forget.

The full tax invoice: every field

A full tax invoice under the Executive Regulation contains the following.

  • The words "Tax Invoice" clearly displayed.
  • Your name, address and Tax Registration Number (TRN).
  • The recipient’s name, address and TRN, where the recipient is registered.
  • A sequential invoice number that identifies the invoice uniquely.
  • The date of issue, and the date of supply if different.
  • A description of the goods or services supplied.
  • For each item: unit price, quantity or volume, VAT rate and amount payable in AED.
  • Any discount offered.
  • The gross amount payable in AED and the VAT payable in AED, with the exchange rate used if the invoice is in another currency.
  • Where the reverse charge applies, a statement that the recipient is required to account for the tax.

Fields that go wrong most often

Missing customer TRN is the commonest gap. If your customer is registered, their TRN belongs on the invoice; ask for it at onboarding and store it on the customer record. Next is the VAT amount shown only in USD or EUR. Even if you invoice in a foreign currency, the VAT amount must be stated in AED with the rate used.

Sequential numbering also causes trouble when sales staff create invoices in separate spreadsheets, or when a cancelled invoice is deleted and its number reused. A cancelled invoice should be corrected with a credit note, not erased.

When a simplified tax invoice is enough

The Executive Regulation allows a simplified tax invoice where the recipient is not VAT registered, or where the recipient is registered and the consideration does not exceed AED 10,000. A simplified invoice needs fewer details: broadly, the words 'Tax Invoice', your name, address and TRN, the date, a description, and the total consideration and VAT. Retailers, cafés and salons rely on this every day.

For a B2B sale above AED 10,000, always issue the full version. A Dubai IT reseller selling a AED 28,000 server to a registered company on a simplified invoice is making its customer's input tax claim harder to defend.

Timing and penalties

A tax invoice must be issued within 14 days of the date of supply. Under Cabinet Decision No. 129 of 2025, effective 14 April 2026, published summaries list a penalty of AED 2,500 per case for failing to issue a tax invoice or tax credit note as required. A business that forgets invoices for a month of advance payments can build up a large exposure quickly.

E-invoicing is coming

The UAE's e-invoicing programme will move B2B and B2G invoices onto a structured exchange through accredited service providers. Under Ministerial Decisions 243 and 244 of 2025, businesses with revenue of AED 50 million or more go live on 1 January 2027, and Ministerial Resolution No. 66 of 2026 moved their deadline to appoint an accredited provider to 30 October 2026. Smaller businesses, under AED 50 million, have until 31 March 2027 to make the appointment and start on 1 July 2027.

The content of a good tax invoice does not become less important; it becomes structured data. HelloBooks is not an accredited provider, but it keeps complete invoice records, with TRNs, customer details and line-level VAT, which is the data your appointed provider will need.

How HelloBooks builds the invoice

HelloBooks tax invoice templates include every field above by default. The AI drafts invoices from quotes, delivery notes or a plain request such as 'invoice Gulf Star Trading for 40 hours of support in October', fills in the customer TRN from the record and warns if it is missing. Bilingual layouts in Arabic and English, logos and custom fields such as PO numbers can be configured; ask our team at /book-a-demo for a layout matched to your business.

FAQ

Frequently asked questions

Does a tax invoice have to be in Arabic?
Tax invoices are commonly issued in English. The FTA can ask for documents in Arabic, so check the current FTA rules on language if your invoices are in English only. Bilingual layouts avoid the question.
Can I issue a tax invoice in USD?
You can invoice in USD, but the VAT amount must be shown in AED with the exchange rate used. HelloBooks does this automatically on foreign currency invoices.
Is a pro forma invoice a tax invoice?
No. A pro forma is a quotation or request for payment. If the customer pays against it, issue a proper tax invoice within 14 days of receiving payment.
Do zero-rated sales need a tax invoice?
Yes. Zero-rated supplies are taxable supplies, so registered businesses issue tax invoices showing the 0% rate.
