Bookkeeping for a Shams media or freelance business: payouts, ad spend and VAT

Sharjah Media City, known as Shams, licenses thousands of small media businesses: video producers, social media managers, photographers, podcasters and content creators. Their books look nothing like a trading company’s. Income arrives as platform payouts in US dollars, costs include foreign software and ad spend, and the owner is often the only employee. This post sets out a simple bookkeeping system that keeps a Shams licensee ready for VAT, corporate tax and the zone’s own compliance checks.

Separate the business from the person

Most Shams licensees start as a person with a phone and a laptop. The first step is a company bank account, used only for business. Platform payouts, client payments, software subscriptions and equipment all run through it. Personal spending stays out.

Where the owner pays a business cost personally, record it in the books as money the company owes the owner. Where the owner takes money out, record it as drawings or a reduction in what the company owes them, never as an expense. That one habit removes most year-end confusion.

Platform payouts in foreign currency

Video and streaming platforms usually pay monthly in US dollars, sometimes net of their own fees. Record the gross revenue and the platform fee separately if the statement shows both, so your revenue figure is honest and the fee sits as a cost. Record in USD and let the ledger convert to AED.

Worked example: a creator’s October statement shows gross earnings of USD 4,800 and platform fees of USD 960, with USD 3,840 paid out. At 3.6725 that is AED 17,628 revenue, AED 3,525.60 fees and AED 14,102.40 received. When the bank credits AED 14,080 a week later, the AED 22.40 difference is a realised exchange loss, not a missing payment.

VAT: exports, imports and the threshold

VAT registration is mandatory once taxable supplies pass AED 375,000 and optional from AED 187,500. Creators often wonder whether foreign platform income counts. The Ministry of Finance lists exports of services outside the GCC among zero-rated supplies, and zero-rated supplies are still taxable supplies for the threshold. Whether a particular payout qualifies as an export depends on conditions in the VAT rules, so check it with a tax agent.

Costs bought from abroad, such as editing software and advertising on international platforms, usually fall under the reverse charge once you are registered. Since 1 January 2026, the Ministry of Finance says businesses no longer issue self-invoices under the reverse charge, but they must keep supporting documents. Keep each supplier’s invoice or receipt against the bill.

Equipment: expense or asset

A AED 14,500 camera body and a AED 6,200 lens are not this month’s expenses. Set a capitalisation threshold, say AED 2,500, and record items above it as fixed assets, depreciated over their useful life, often three years for camera gear. Smaller items such as memory cards and cables are expenses.

This keeps profit stable month to month, which matters when a bank or a landlord asks for accounts, and it gives corporate tax the right starting figure.

Shams compliance: beneficial owner records

Shams publishes guidance on beneficial owner requirements under Cabinet Resolution No. 109 of 2023. Licensees keep a register of beneficial owners and a register of partners or shareholders, file the data with the registrar within 60 days of licensing, and provide updated data at renewal or on amendments. They must name a UAE-resident natural person authorised to disclose the data, and keep records for at least five years after dissolution.

These are not bookkeeping entries, but they belong in the same compliance folder as your licence and tax certificates.

Corporate tax for a one-person media company

A Shams company registers for corporate tax. Taxable income up to AED 375,000 is taxed at 0% and income above at 9%. Whether to seek qualifying free zone person status or, for a company with revenue of AED 3 million or less, to elect small business relief is a decision for you and your tax agent; a qualifying free zone person cannot use the relief. Either way, the return is filed within nine months of the tax period end.

How HelloBooks fits a media business

HelloBooks handles USD and AED side by side with exchange differences tracked. The AI agent reads receipts and supplier invoices, proposes reverse charge treatment on foreign software and ad spend, and matches payouts on your uploaded bank statement. Ask “how much did we earn from platform payouts this year, in AED?” and it answers from the ledger.

You approve every posting and VAT treatment. HelloBooks does not file anything with Shams or the FTA.

FAQ

Frequently asked questions

Is my platform income zero-rated?
It may be, if the conditions for an export of services are met. The answer depends on who the recipient is and where it is based. Confirm with a tax agent before charging no VAT.
Do I need to record gifted products from brands?
Items received in exchange for content can be a form of payment. Ask your accountant how to record them; at minimum keep a log with the brand, date and estimated value.
Can I use the mobile app to capture receipts on shoots?
Yes. Photograph a receipt and the AI agent reads it in Arabic or English and posts it for your review.
