How accountants can run e-invoicing projects for clients without drowning in them

Every UAE accounting firm with B2B clients will be asked to “sort out e-invoicing” in the next nine months. Most clients below AED 50 million share the same 1 July 2027 go-live, so the work will bunch up. Firms that treat each client as a fresh puzzle will run out of hours. Firms with a repeatable project plan, priced in phases, will finish on time and keep their margins. This is a plan you can adapt.

Phase 1: scope the client in one meeting

Start with three facts: the client’s revenue band, its customer mix and its invoicing system. Revenue sets the dates. Customer mix tells you how much of the client’s activity is in scope, since B2C sales are excluded until further notice and same-group transactions in a tax group are excluded for 24 months from 1 January 2027. The system tells you whether invoices can reach a provider directly or need an export.

Write the answers on a one-page scope note and have the client sign it. That note is what you price against, and it protects the firm when the client later adds a second entity or a new sales channel halfway through.

Phase 2: data clean-up, done in the client’s ledger

Pull every active customer and item. Mark each customer as registered or not, check TRNs for format, and fix legal names against licences. Rewrite item descriptions that would mean nothing to a reader. Confirm the VAT treatment on each revenue item: standard, zero-rated, exempt or out-of-scope.

Do the work in the ledger itself, not in a spreadsheet that never gets loaded back. A clean-up that lives outside the books is lost the first time a sales clerk creates a new customer. Agree a rule with the client about who may create customers in future and what fields are mandatory.

Phase 3: provider selection and testing

The client appoints the provider, not the firm, but the client will expect your view. Shortlist two or three from the Ministry of Finance accredited list that connect to the client’s system, and compare them on onboarding effort, how rejections are reported and how invoices flow back into the books.

Testing should use the client’s own awkward cases: a zero-rated export, a credit note against a part-paid invoice, a discount, a foreign-currency sale. Keep a test log with the document, the expected result and the actual result. It doubles as evidence of care if anything goes wrong later.

Pricing the work: a worked example

A small Dubai firm with 40 B2B clients estimates 6 hours of scoping and data clean-up for a tidy client, 14 hours for an average one and 30 hours for a messy one. With a mix of 15 tidy, 18 average and 7 messy clients, that is 90 plus 252 plus 210, or 552 hours, before testing and go-live support.

At a blended charge-out rate of AED 350 an hour, the clean-up phase alone is worth about AED 193,200 across the client base. Pricing it as a fixed fee per tier, agreed in the scope note, is easier to sell than an open hourly estimate and lets the firm plan staff time across the first half of 2027.

Phase 4: go-live and the first close

On go-live day, the firm’s job is to watch rejections, not to issue invoices. Agree a daily check for the first two weeks: what was sent, what was rejected, what was fixed. Then run the first month-end close and VAT reconciliation with extra care, comparing what the provider reported with what the ledger shows.

  • Daily rejection review for two weeks.
  • Credit note review before each is issued.
  • Month-end tie-out of ledger sales to provider records.
  • Hand-over note to the client listing who does what from month two.

How HelloBooks supports firms running these projects

Firms on the HelloBooks Partner Program manage client books from one place. The AI agent does the first pass of data review on each client: ask “list customers with missing or badly formatted TRNs” or “show revenue items with no VAT treatment” and work from the list. Firms on the White-Label License see every client’s close status in the firm console.

HelloBooks does not act as the provider or transmit invoices; it keeps the clean ledger the project depends on. Firms can request standard client templates, such as a chart of accounts or approval rules, by booking a call at /book-a-demo.

FAQ

Frequently asked questions

Should the firm or the client sign the provider contract?
The client. The obligation to appoint a provider sits with the business in scope. The firm advises and supports.
How long does a typical small-client project take?
For a tidy client on a system with a direct provider connection, a few weeks of elapsed time. Messy data stretches that, mostly while waiting for customers to confirm details.
What should go in the hand-over note?
Who creates customers, who approves invoices and credit notes, who checks rejections, and who to call at the provider. Keep it to one page.
Can the firm bill e-invoicing work as a separate service?
Yes, and most should. It is project work with a defined end, separate from the monthly bookkeeping fee.
