How to measure facility management contract profitability in the UAE

A facility management company in Abu Dhabi might run forty contracts: a tower in Al Reem, three schools, a mall, a string of villas. Each has its own manpower, materials and subcontractors. Monthly P&L may look healthy while three contracts quietly lose money because they were priced on old salary rates. This post shows how to cost FM contracts properly, how to load manpower, and the reports that tell you which contracts to renew, reprice or exit.

Every cost needs a contract tag

Contract profitability starts with coding. Each contract becomes a project or class, and every invoice, material issue, subcontractor bill and timesheet carries that tag. Costs that genuinely serve all contracts, such as the operations director or the CAFM software licence, stay in overhead and are allocated later.

Our view: if more than 20% of direct cost ends up untagged, the contract report is not worth reading. Fix coding discipline before building allocation formulas.

Manpower: the biggest and most understated cost

FM contracts are usually manpower-heavy. A technician’s true monthly cost includes basic pay and allowances, accommodation, transport, visa and Emirates ID, medical insurance, uniforms and PPE, leave salary and air tickets where contracts include them, and the gratuity that accrues under Article 51 of the Labour Law: 21 days of basic wage per year for the first five years of service.

Build a manpower rate card per role and update it whenever salaries or benefit costs change. Contracts priced on last year’s card become loss-makers without anyone noticing.

  • Basic salary and allowances
  • Accommodation and transport, shared across headcount
  • Visa, Emirates ID and medical insurance spread monthly
  • Leave salary, tickets and gratuity accrual
  • Uniforms, PPE and tools

Worked example: a residential tower contract

Contract value: AED 95,000 monthly before VAT. Deployed staff: four technicians and six cleaners. Technician rate card: AED 6,800 monthly each, AED 27,200. Cleaner rate card: AED 3,900 each, AED 23,400. Materials and consumables: AED 9,500. Lift and chiller maintenance subcontract: AED 14,000. Supervisor share (one supervisor across three sites): AED 4,000.

Direct cost: AED 78,100. Contribution: AED 16,900, or 17.8%. After an allocated head-office overhead of 8% of revenue (AED 7,600), net contract profit is AED 9,300 monthly. If a salary increase of 7% hits the technicians and cleaners, contribution falls by about AED 3,540 and the contract’s net profit nearly halves.

Variations, penalties and retention

FM contracts often carry KPI penalties, reactive work billed as variations, and retentions held by the client. Record variations as separate invoice lines so they are visible in contract revenue. Book KPI deductions as a reduction of revenue when the client applies them, not as a general expense. Track retentions as a separate receivable with its release date; they are easy to forget once the contract ends.

Mobilisation costs deserve attention too. Recruiting, uniforms and site set-up for a new contract can cost AED 40,000 or more before the first invoice. Track them against the contract so the first year’s margin is judged honestly, and include them when you price the renewal.

Contract reports from the same ledger

In HelloBooks the AI agent reads subcontractor and materials bills, suggests the contract tag from the site name or PO, and flags bills with no tag for you to fix. Salary journals from HelloTime can be split by contract using the deployment you provide. Each month you run a P&L by project and see contribution per site.

Ask the agent “which contracts had contribution below 10% last quarter?” and it lists them with their main cost drivers. You still decide what to reprice, and the account manager still has the conversation with the client. If your FM business needs a contract report in a specific layout or custom approval rules for subcontractor bills, the HelloBooks team can configure it after a call booked at /book-a-demo.

FAQ

Frequently asked questions

How should I allocate head-office overhead to contracts?
A percentage of revenue or of direct manpower cost is common and easy to explain. Use contribution before overhead for day-to-day decisions, and net profit after overhead for renewals and pricing.
What about staff who move between sites?
Use timesheets or a deployment schedule to split their cost. Even a weekly split by site is better than leaving roaming staff in overhead.
Is VAT charged on FM contracts?
FM services supplied in the UAE are generally standard-rated at 5%. Contracts with government entities or special zones may raise specific questions, so confirm unusual cases with a tax agent.
How do I spot a contract going bad early?
Watch overtime, materials per month and subcontractor call-outs per site. A rise in any of these usually shows up before the contract turns loss-making.
