Does e-invoicing apply to freelancers in UAE? What the decision says

Most freelancers assume e-invoicing is for companies with finance teams. The wording of the rules does not support that assumption. Ministerial Decision No. 243 of 2025 applies to any person conducting business, and a person includes a natural person. A freelance designer billing agencies, or a consultant invoicing corporate clients, looks to be in scope from 1 July 2027 unless a later decision says otherwise. Here is what the text says and what to do about it.

What the decision says

Article 3 of Ministerial Decision No. 243 of 2025 applies the e-invoicing system to any person conducting business in the UAE, in respect of every business transaction, except as listed in Article 4. The decision defines a person as any natural or juridical person, and business as including professional, vocational and service activities.

Nothing in the scope limits it to VAT registrants or to companies. Article 4 also lets the Minister exclude certain persons by decision, so a carve-out for small operators is possible in future, but none had been published when we checked in October 2026.

B2C work is excluded, B2B work is not

Business-to-consumer transactions are excluded until the Minister sets a date, and so are persons engaged only in them. A personal trainer whose clients are all individuals, or a tutor paid by parents, is outside the system for now.

A freelancer who bills businesses is in a different position. A Dubai copywriter invoicing five agencies, or an Abu Dhabi IT contractor billing a bank through a free zone permit, is conducting business transactions with businesses.

Which phase and what timing

Almost every freelancer falls in the second phase, for revenue below AED 50 million: appoint an accredited service provider by 31 March 2027 and go live by 1 July 2027.

Timing for each e-invoice depends on VAT status. A VAT-registered freelancer follows the VAT law's timeline for tax invoices. A freelancer who is not VAT registered must issue the e-invoice within 14 days of the transaction. The Ministry's commercial invoice field list allows a seller tax identification number where the seller has no TRN.

  • B2C-only freelancer: excluded until a date is set
  • Freelancer billing businesses: in scope on the current wording
  • Appoint a provider by 31 March 2027
  • Go live by 1 July 2027

Is it proportionate?

For someone issuing ten invoices a month, contracting a provider and onboarding feels heavy. That is a fair criticism, and it is possible the Ministry will address it with an exclusion or a simplified route. But planning on that is a gamble, because not implementing on time is a penalised violation under Cabinet Decision No. 173 of 2026.

Our practical advice: ask providers now whether they offer low-volume plans for sole operators, and watch the Ministry of Finance e-invoicing page for any decision on excluded persons before March 2027.

What to get ready now

The preparation is small for a freelancer. Keep clients' legal names, TRNs and addresses on file. Describe services with a quantity and unit, such as days or hours. Keep a clear numbering sequence. If you are VAT registered, make sure every line carries the right VAT treatment.

Example: Lina, a freelance architect in Sharjah, bills four developers for design work. She asks each for its legal name and TRN, changes her invoices from 'design fee' to '12 days design work', and shortlists two providers with low-volume pricing.

Keeping freelance invoices tidy in HelloBooks

HelloBooks gives freelancers proper invoicing: client records with TRNs and addresses, line items with quantities and units, VAT treatment per line where you are registered, and AED totals even when you bill in USD. The AI agent drafts an invoice from a short instruction like 'bill Al Noor Developments for 12 days design at AED 2,500 a day' and flags missing client details.

HelloBooks does not send e-invoices; if you are in scope, your accredited provider does. If you need an invoice layout for the transition period, the team can help via hello@hellobooks.ai.

FAQ

Frequently asked questions

Do freelancers need to e-invoice in the UAE?
On the current wording of Ministerial Decision No. 243 of 2025, freelancers who conduct business transactions with businesses appear to be in scope from 1 July 2027. B2C-only freelancers are excluded for now. Confirm with an adviser.
Does it matter if I am not VAT registered?
The scope is not limited to VAT registrants. A non-registered seller issues a commercial e-invoice within 14 days of the transaction, using a tax identification number where there is no TRN.
Could freelancers be excluded later?
The decision allows the Minister to exclude persons by decision. None had been published as of October 2026, so plan on being in scope.
Is a freelance permit holder a business for these rules?
Business is defined to include professional, vocational and service activities, so freelance work for clients falls within it.
