Do freelancers need to register for VAT in the UAE? A practical answer

Freelancers in the UAE often assume VAT is for companies with offices and staff. It is not. VAT registration follows the value of taxable supplies, whoever makes them, and a busy freelance designer, developer or consultant can cross the threshold faster than expected. Here is how the tests apply to an individual, how overseas clients change the picture and how to keep records without hiring an accountant full time.

The same tests as any business

The FTA's registration rules do not carve out freelancers. If your taxable supplies and imports exceeded AED 375,000 in the previous 12 months, or are expected to within the next 30 days, you must register. Below that, voluntary registration is possible once supplies and imports, or taxable expenses, exceed AED 187,500.

A freelance video editor billing AED 32,000 a project, with one project most months, reaches about AED 384,000 over a year. A software consultant on a day rate of AED 2,500 crosses AED 375,000 after 150 billable days. These are ordinary freelance incomes in Dubai and Abu Dhabi, not exceptional ones.

Overseas clients still count

Many freelancers work mainly for clients abroad. Services exported to clients outside the UAE, when the conditions are met, are zero-rated. Zero-rated supplies are taxable supplies, so they count towards the AED 375,000 threshold even though no VAT is charged. A copywriter earning AED 400,000 a year entirely from clients in Europe will generally still need to register, and will then charge 0% on those invoices.

The upside is that once registered, she can recover VAT on her UAE business costs, such as a co-working membership, laptop and software bought locally, because zero-rated supplies keep the right to recover input tax.

Imported tools and subscriptions

Freelancers usually pay foreign suppliers for software, stock images, hosting and advertising. Those imported services count towards the registration tests. Once registered, you account for VAT on them under the reverse charge, which usually nets to zero on the return if your supplies are taxable. Ignoring them is one of the commonest freelancer errors we see.

Worked example: a Dubai UX designer

A UX designer working under a freelance permit has twelve-month fees of AED 290,000 from UAE clients and AED 140,000 from a client in the UK, plus AED 20,000 of imported design software. Taxable supplies and imports total AED 450,000, so registration is mandatory.

After registering, the designer charges 5% to UAE clients, AED 14,500 a year at current volumes, zero-rates the UK work if the export conditions are met, applies the reverse charge to the software and recovers VAT on local costs. Most UAE business clients do not mind the 5%, because they recover it.

  • Register on EmaraTax with UAE Pass once the threshold is crossed.
  • Add your TRN and the tax invoice fields to every invoice from the effective date.
  • Tag each client as UAE or overseas so the VAT treatment is consistent.
  • Keep every receipt for business costs; without a tax invoice there is no recovery.

Keeping it light

A freelancer does not need a finance department, but does need clean records. In HelloBooks, you can raise tax invoices from your phone, photograph receipts the moment you pay, and upload your bank statement once a week. The AI reads receipts in Arabic or English, matches client payments to invoices and prepares the VAT 201 draft each quarter. You, or an accountant you engage for an hour per quarter, review it and file on EmaraTax.

Ask the AI simple questions as you go: 'how much have I invoiced in the last 12 months?' tells you how close you are to the threshold before registration, and 'what VAT do I owe this quarter so far?' helps you set the money aside after.

FAQ

Frequently asked questions

Is VAT registration linked to my freelance permit or licence?
Registration is linked to the person making taxable supplies. If you hold more than one licence or activity as an individual, ask your tax agent how the supplies are combined for the threshold.
Do I charge VAT to a client in Saudi Arabia?
Services to clients in other GCC countries need care under the rules on implementing states. Check the current treatment with a tax agent before zero-rating them.
Can I register voluntarily to look more established?
If you meet the AED 187,500 voluntary test, yes. Consider whether your clients are businesses that recover VAT or individuals who would simply pay 5% more.
What if I forgot to register last year?
Register now and speak to a tax agent about the VAT due from the date registration was required. The late registration penalty is AED 10,000 under the current rules, so delay only makes it worse.
