Can AI file my VAT return in the UAE? What it can and cannot do

The short answer is no, and you should be wary of any tool that says otherwise. AI can do most of the work behind a VAT return: capturing invoices, assigning VAT treatments, reconciling the VAT accounts and producing the VAT 201 figures. Filing on EmaraTax, and taking responsibility for what is filed, stays with the business or its tax agent. Here is where the line sits and why it matters.

What a UAE VAT return involves

A VAT 201 return reports output VAT on sales, input VAT on purchases and adjustments, split by emirate for standard-rated supplies and by treatment for zero-rated, exempt and reverse charge items. It must be filed, and any VAT paid, within 28 days of the end of the tax period.

Most of the effort is not the form itself. It is making sure every sale and purchase in the period is recorded with the right treatment, that input VAT is supported by valid tax invoices and that nothing is counted twice.

What AI does well

AI is strong at the high-volume, rule-based work. HelloBooks’ AI agent reads bills and receipts in Arabic and English, extracts the supplier TRN and VAT amount, and proposes a treatment for each line. It matches uploaded bank statements to invoices and bills, so missing documents stand out.

At the end of the quarter, the ledger produces VAT 201 figures with drill-down to the transactions behind each box. The AI can also answer checks in plain English, such as “list purchases over AED 5,000 this quarter with no supplier TRN”.

  • Capture and extraction from tax invoices.
  • Proposed VAT treatment per line, learned from past corrections.
  • Flags for missing TRNs, duplicate invoices and unusual amounts.
  • VAT 201 figures prepared from the reviewed ledger.

What AI cannot do

It cannot take legal responsibility. The taxable person is responsible for the return, and a registered tax agent may act for them. Software does not sign or submit on anyone’s behalf in HelloBooks; a person logs in to EmaraTax and files.

It also cannot settle judgement calls. Whether a supply to a customer abroad qualifies for zero-rating, whether a staff entertainment cost is recoverable, or how to treat a mixed-use asset are questions for an accountant, informed by the law and FTA guidance.

A worked example

A Dubai marketing agency has quarterly sales of AED 620,000: AED 480,000 to UAE clients at 5% and AED 140,000 to clients abroad that the agency treats as zero-rated. Purchases include AED 95,000 of local costs with VAT and a AED 22,000 software subscription from an overseas supplier.

The AI proposes output VAT of AED 24,000 on local sales, zero-rating on the export lines, input VAT of AED 4,750 on local costs and a reverse charge of AED 1,100 on the overseas software, which is both output and input VAT for a fully taxable business. The accountant reviews: are the overseas clients’ contracts consistent with zero-rating? Are all local input invoices valid tax invoices? Then they file.

Why the human step protects you

Errors in VAT returns can lead to penalties and voluntary disclosures. An AI that has learned a wrong pattern will repeat it consistently, which is worse than a one-off human slip. A reviewer catches patterns: “why is every invoice from this supplier zero-rated?”.

Review also gives you an audit trail. If the FTA asks why a treatment was used, you want a person who can explain the decision, with the supporting documents attached in the ledger.

How to set up the review

Make review a checklist rather than a re-do. Check that VAT control accounts reconcile, that reverse charge entries appear on both sides, that zero-rated sales have support and that large or unusual items have documents attached. Compare the quarter with the last one and investigate big swings.

If your accountant wants a specific pre-filing report, such as all lines where a reviewer changed the AI’s VAT treatment, it can be requested from HelloBooks at hello@hellobooks.ai.

Who should review, and when

For a small business, the reviewer might be the owner with an external accountant checking each quarter. For a larger one, a finance manager reviews monthly and a tax agent reviews before filing. The key is that the person reviewing understands VAT well enough to question what the AI proposed.

Build the review into the calendar. If returns are due 28 days after the quarter, aim to have the reviewed figures ready by day 14, leaving time to resolve questions with suppliers or customers before filing on EmaraTax.

FAQ

Frequently asked questions

Does HelloBooks submit VAT returns to the FTA?
No. HelloBooks prepares VAT 201 figures from your ledger. You or your tax agent review them and file on EmaraTax.
Can AI reduce VAT errors?
It reduces keying errors and flags missing TRNs and duplicates. It can still repeat a wrong treatment if one is taught, so review matters.
When is the UAE VAT return due?
Within 28 days of the end of the tax period, together with any VAT payable, according to the FTA.
Can my accountant review the AI’s work remotely?
Yes. Your accountant can be given access to your books to review entries and VAT figures before filing.
