An AI bill approval workflow that UAE finance teams actually follow

Supplier bills are where small UAE companies quietly leak money: the duplicate invoice paid twice, the rate that crept up by AED 50 a unit, the tax invoice with no TRN that later costs you the input VAT. An approval workflow fixes this only if people use it. Here is how we would design one with AI doing the reading and checking, and managers doing the deciding.

The three failures approvals are meant to catch

First, duplicates. A supplier emails the invoice, then sends a reminder with the same invoice attached, then the courier drops a paper copy at reception. Three documents, one debt. Second, price drift: the agreed rate for site labour was AED 18 an hour and the March invoice says AED 21. Third, broken tax documents, where a bill shows 5% VAT but no supplier TRN, so the input tax may not be recoverable when your accountant checks it.

Most companies try to catch these with a manager's signature. A manager signing forty bills on a Thursday afternoon catches very little. The fix is to put the checking before the signing.

What the AI checks before anyone approves

When a bill arrives by email, upload or the mobile app, the HelloBooks AI reads it, in Arabic or English, and drafts the bill in the ledger. Before it lands in anyone's approval queue, it runs a set of checks and writes the results next to the bill in plain language.

  • Same supplier, same amount and a similar date or number as an existing bill: flagged as a possible duplicate.
  • Unit price higher than the last three bills from that supplier: the difference shown in AED.
  • VAT charged but no 15-digit TRN, or a TRN that differs from the one on file: flagged.
  • Coding suggestion based on how you treated this supplier before, with the VAT treatment per line.
  • Total above the approval limit for the person who raised it: routed upward.

Routing rules that fit a small company

Keep the rules short. A typical setup for a Dubai fit-out firm with AED 6 million turnover looks like this: bills under AED 5,000 from known suppliers are approved by the operations manager; bills from AED 5,000 to AED 50,000 go to the general manager; anything above that, or any bill from a new supplier, goes to the owner. The AI applies the rule and posts a reminder if a bill sits unapproved for three working days.

Resist the urge to add a rule for every exception. Each extra step adds a day to supplier payments, and slow payers get worse prices. If your group needs more involved rules, such as approvals by project, by cost centre or by entity, the HelloBooks team can configure them; book a call at /book-a-demo or write to hello@hellobooks.ai.

Worked example: catching an AED 14,700 duplicate

An Abu Dhabi facilities company received a scaffolding hire invoice for AED 14,000 plus AED 700 VAT on the 3rd of the month. On the 19th the supplier's new accounts clerk reissued it with a different invoice number and a slightly different description. A person comparing the two might well have missed it.

The AI flagged the second bill because supplier, net amount, VAT amount and site reference all matched an unpaid bill from sixteen days earlier. The approver saw both documents side by side, called the supplier and had the duplicate cancelled. Total time spent: about four minutes. The alternative was a credit chase that could have taken months.

What still needs a human

The AI is not the right judge of whether the work was done. It can tell you the plumber's invoice is priced like the last three, but only the site supervisor knows whether the plumber turned up. Keep the person closest to the work in the chain for anything above a petty amount.

Payment itself also stays with you. HelloBooks records the bill, tracks it through approval and shows it in AP ageing; your team releases the payment from the bank and the AI matches the debit when the statement is uploaded. Every approval, edit and comment sits in the audit log, so when your auditor asks who approved a bill, the answer takes seconds.

FAQ

Frequently asked questions

Can approvers work from their phones?
Yes. The HelloBooks mobile app shows pending bills with the document image, the AI's notes and the coding. An approver can approve, reject or add a comment from site, which matters in construction and logistics where managers are rarely at a desk.
What happens to a rejected bill?
It stays in the system marked as rejected with the reason, and it does not appear in AP ageing as payable. If the supplier sends a corrected invoice, the AI links the new document to the rejected one so the history is kept together.
Does the AI check the supplier TRN with the FTA?
HelloBooks checks that a TRN is present, in the right format and consistent with the supplier record you hold. Confirming a TRN against the FTA's own verification service is a step your team or accountant should take for new suppliers.
Can different entities have different approval limits?
Yes. On the Business plan, each company in a group can carry its own approval rules and approvers, which suits groups where one entity buys on behalf of others.
