A flat rate is a feature — no ZIP-by-ZIP rate lookups
Most states force you to compute a different combined rate for every ship-to ZIP. New Jersey does not: the rate is 6.625% everywhere in the state, so there is no county or special-district overlay to get wrong. The compliance effort shifts away from rate accuracy and toward two things:
