What is an accredited service provider UAE? The ASP in e-invoicing

An accredited service provider, or ASP, is a company the UAE Ministry of Finance has accredited to run e-invoicing on behalf of businesses. Under the UAE model, your ASP validates your invoice data, converts it to the national format, delivers it to your customer's ASP and reports tax data to the FTA. Businesses in scope must appoint one from the Ministry's list, with the first deadline on 30 October 2026.

Definition

The Ministry of Finance publishes the list of eInvoicing Accredited Service Providers under Article 16 of Ministerial Decision No. 64 of 2025 on the eligibility criteria and accreditation procedure for service providers, and updates it periodically. A separate table lists providers that have passed initial pre-approval and are completing final assessment.

On the Ministry's description of the flow, the supplier's ASP validates the invoice data, converts it to the UAE standard XML where needed, sends it to the buyer's ASP and reports a Tax Data Document. The buyer's ASP validates it, returns a status message and delivers it to the buyer.

Why it matters to a UAE business

Appointing an ASP is the first hard date in the e-invoicing timetable. Businesses with revenue of AED 50 million or more must appoint one by 30 October 2026, following Ministerial Resolution No. 66 of 2026, and go live on 1 January 2027. Smaller businesses, under the AED 50 million line, have until 31 March 2027 to sign with a provider, with 1 July 2027 as their start date. Government entities start on 1 October 2027. B2C transactions are excluded until further notice.

Choosing well matters because the ASP sits between your accounting records and the FTA. The Ministry has published a document on considerations for selecting an ASP.

Where HelloBooks fits

HelloBooks is not an accredited service provider and does not exchange e-invoices or connect to one today. What it does is keep complete, structured invoice records: your TRN, the customer's TRN and address, line descriptions, quantities, unit prices, VAT treatment and AED amounts. Clean data in the ledger makes the handover to whichever ASP you appoint far simpler.

If your business or partner firm needs invoice data exported in a particular layout for your ASP, contact hello@hellobooks.ai to discuss it.
