The FTA guide lists distribution of goods in or from a designated zone and logistics services among qualifying activities, each with its own conditions in Ministerial Decision No. 265 of 2023. For a Jafza distributor, that means two things matter on every invoice: where the goods go and who buys them.
Consider a Jafza distributor of auto parts with AED 60 million in revenue. Shipments to buyers in Saudi Arabia, Kenya and Iraq make up most of it. Sales to mainland UAE garages that buy for resale, and sales to other free zone companies, need checking against the distribution conditions with a tax agent. A small trickle of sales to individuals who walk into the showroom is normally an excluded activity and non-qualifying.
The de minimis limit is the lower of AED 5 million and 5% of revenue. At AED 60 million in revenue, 5% is AED 3 million, so non-qualifying revenue must stay under AED 3 million for the company to keep qualifying status.
