What is WPS in the UAE for small employers? A plain-English guide

If you employ staff in the UAE private sector, you will hear about WPS within your first month. The Wages Protection System is how the Ministry of Human Resources and Emiratisation (MOHRE) checks that salaries are paid in full and on time. For a small employer, it shapes how you pay, when you pay, and what happens if a payroll is delayed. This post explains how WPS works, what it means for a ten-person business, and how to keep payroll records that match it.

What WPS is

MOHRE describes WPS as an electronic system for transferring wages through approved banks, financial institutions and exchange houses. Private sector establishments must pay workers monthly, in the amount and at the time set in the employment contract, through WPS. Each salary payment is reported electronically, so MOHRE can see who was paid, how much and when.

For certain domestic worker jobs, MOHRE says WPS use is mandatory, and optional for other domestic worker occupations. This post focuses on businesses employing staff under the Labour Law.

How a WPS payment works in practice

An employer registers with an approved WPS agent: a bank, an exchange house or another approved financial institution. Each month, the employer sends the agent a salary file listing employees and amounts and funds the total. The agent pays each employee into their bank account or a payroll card and reports the payment.

Our view: small employers should choose the agent based on how easily they can prepare and correct the monthly file, not just on fees. A late or rejected file causes the same problems as a late salary.

  • Register with an approved bank or exchange house as your WPS agent
  • Prepare the monthly salary file with employee details and net pay
  • Fund the total and submit before the due date
  • Keep the agent’s confirmation with that month’s payroll records

Due dates and what lateness triggers

According to the u.ae page on payment of wages, salaries for the previous month are due on the first day of each Gregorian month. If they are not paid, notifications and alerts start on the second day after the due date, issuance of new work permits is suspended from the fifth day, and an administrative fine applies from the eleventh day if the violation is repeated within six months.

For a small business, a work permit suspension can block a new hire you urgently need. Plan payroll cash at least a week before the first of each month, and remember that public holidays can delay bank processing.

Worked example: a delayed customer, a protected payroll

A Dubai interiors firm with 12 staff has a net monthly payroll of AED 96,000. On 25 October its bank balance is AED 70,000, and a AED 120,000 customer payment expected on the 28th slips to the 5th of November.

Because the owner reviews cash a week ahead, there is time to act: two smaller customers are asked to pay AED 35,000 between them by the 30th, and a supplier payment of AED 20,000 is moved to the following week’s run. Payroll goes out through WPS on 31 October. Without the weekly review, the firm would have discovered the shortfall on the 1st, with alerts starting the next day.

Keeping your books in line with WPS

Your payroll journal, the WPS file and the bank debit should agree every month. Differences usually come from a new joiner added late, a leaver paid separately, or a deduction recorded in one place but not the other.

HelloBooks does not produce WPS salary files; you prepare those with your agent. Salary journals from HelloTime post to HelloBooks, and when you upload your bank statement the AI agent matches the WPS debit to salaries payable and highlights any gap for you to explain. Ask “does October’s salary debit match the payroll journal?” and you get a direct answer with the difference, if any.

FAQ

Frequently asked questions

Does a free zone company use WPS?
Free zones have their own employment and payroll arrangements, and some run their own salary systems. Check your free zone authority’s rules for how salaries must be paid and reported.
Can I pay an employee partly in cash and partly through WPS?
Salaries in the contract should be paid through WPS. Paying part in cash undermines the record and can lead to problems if MOHRE reviews payments. Take advice before doing anything unusual.
What if an employee has no bank account?
Many WPS agents, particularly exchange houses, offer payroll cards that employees can use without a traditional bank account. Ask your agent what they offer.
Does WPS cover gratuity and final settlements?
Final settlements are part of an employee’s entitlements. Gratuity and outstanding dues must be paid within 14 days of contract termination according to u.ae guidance; check with your WPS agent how they should be paid and reported.
