Corporate cards vs employee reimbursements in the UAE: which suits your team?

A growing UAE company eventually faces the question: keep asking staff to pay and claim back, or hand out company cards? Reimbursement keeps control tight but pushes costs onto employees, some of whom earn modest salaries and cannot carry AED 5,000 of hotel bills for a month. Cards remove that burden but add risk and reconciliation work. This post compares the two honestly, shows the cost of each in AED, and suggests a mix that works for most SMEs.

How each model works

Under reimbursement, the employee pays personally, submits receipts, a manager approves, and the company repays. The company only pays for what it has approved, after the fact. Under a corporate card model, the company issues credit, debit or prepaid cards; the employee spends directly; receipts are matched to card transactions; and the card statement is settled by the company.

Prepaid and virtual cards, offered by several UAE banks and fintechs, sit in between: the company loads a limit, and spending cannot exceed it. Virtual cards are especially handy for software subscriptions, because each supplier can have its own card number that is easy to cancel.

Comparing the costs

Reimbursement has hidden costs. Staff time spent compiling claims, finance time checking them, and the goodwill cost of making a junior coordinator wait three weeks for AED 1,800. Cards have visible costs: annual fees, foreign transaction fees on overseas spend, and the time to chase missing receipts for transactions already paid.

Our view: for teams that travel or buy frequently, cards are cheaper overall once you count staff time. For occasional, small spend, reimbursement is simpler and safer.

Worked example: a 25-person agency

Eight staff incur around AED 4,000 of monthly expenses each; the other seventeen incur under AED 300. Under full reimbursement, the eight submit about 40 receipts a month each. At 15 minutes of employee time and 5 minutes of finance time per receipt, that is roughly 107 hours a month across the business.

Giving the eight frequent spenders cards with AED 6,000 monthly limits, and keeping reimbursement for everyone else, cuts submission time sharply because the transaction data arrives from the bank and staff only attach receipts. The finance team’s job shifts from checking amounts to checking that every card line has a receipt and a business purpose.

Controls you need with cards

Cards need rules written before they are issued. Without them, a card becomes a personal credit line with the company’s name on it.

  • A limit per card, set by role, and merchant category blocks where the bank offers them
  • A signed card agreement: business use only, personal spend repaid immediately
  • Receipt and business purpose attached within seven days of each transaction
  • Monthly review of every cardholder’s statement by their manager
  • Immediate cancellation when an employee leaves, before the final settlement

VAT evidence is the same either way

Whichever model you use, input VAT recovery depends on having a valid tax invoice, not on how the bill was paid. A card statement line showing AED 525 at a hotel is not a tax invoice. The VAT Executive Regulation sets the invoice requirements, and the FTA can deny recovery without them. Entertainment of non-employees remains blocked under Article 53 whatever the payment method.

Running both in HelloBooks

Upload the card statement (PDF, CSV or Excel) and the AI agent creates a line for each transaction, matches receipts staff have photographed in the mobile app, and asks for the missing ones. Reimbursement claims flow through the same expense approval process and post to the employee’s payable account.

Ask “which card transactions over AED 500 still have no receipt?” or “how much did each cardholder spend on client entertainment this quarter?” and you get the list. Approval limits and categorisation rules can be configured to match your card policy; partner firms can request client-specific rules through /book-a-demo.

FAQ

Frequently asked questions

Are prepaid cards safer than credit cards?
They limit exposure to the amount loaded, which suits new or junior staff. Credit cards suit senior staff who travel and need higher, flexible limits.
What if an employee uses the company card for personal spending?
Your card agreement should require immediate repayment. Record the amount as a receivable from the employee and recover it, by deduction from salary only where the law and contract allow.
Do card cashback rewards count as income?
Cashback on company cards is usually a reduction in cost or other income for the company. Record it consistently and check the treatment with your accountant.
Can I recover VAT on overseas card spend?
Foreign VAT charged abroad is not UAE input tax and cannot be claimed on your UAE VAT return. Some countries offer refund schemes for foreign businesses.
