OSS VAT in Ireland: selling to EU consumers through the One Stop Shop

If your Irish business sells goods online to consumers in other EU countries, or supplies certain services to them, you may owe VAT in each customer’s country. The One Stop Shop, or OSS, lets you declare and pay that VAT through one quarterly return to Revenue instead of registering in every country. It has applied in its current form since 1 July 2021.

When EU sales start to count

Revenue lists a threshold of €10,000 for intra-Community distance sales of goods and cross-border telecommunications, broadcasting and electronic services. Below it, Irish VAT generally applies to those sales. Above it, VAT is due in the customer’s country, and OSS is the simpler way to account for it.

What the Union scheme covers

Revenue’s guidance says the following can be declared in the Union scheme.

  • Intra-Community distance sales of goods to consumers.
  • Cross-border supplies of services to non-taxable persons within the EU.
  • Certain domestic supplies of goods in specific circumstances.

Returns and deadlines

The Union scheme return is quarterly and filed electronically. Revenue’s guidance says it is due by the end of the month following the quarter it covers. It sits alongside your normal Irish VAT3, which still reports your domestic sales and purchases.

Bookkeeping for OSS

The return needs sales broken down by customer country and VAT rate, so your books must capture the customer’s country on every sale. Marketplace and payment platform reports help, but they rarely match the bank exactly, because of fees, refunds and timing. Reconcile platform payouts to the underlying sales before you rely on any country breakdown.

Keep OSS sales on their own accounts or tax codes so they do not mix with Irish sales on the VAT3.

Watch-outs for Irish sellers

A few situations catch new sellers out.

  • Sales to Northern Ireland and Great Britain are not EU distance sales in the same way; check the rules for each.
  • Rates differ by country and product, so a single rate across Europe will be wrong.
  • Imports of low-value goods sent directly to EU consumers fall under a separate Import One Stop Shop.
  • Business customers with valid VAT numbers are not OSS sales.

A worked example

An Irish shop selling skincare online passes €10,000 of sales to consumers in other EU countries early in the year. From then on, a sale to a customer in France carries French VAT at the French rate for that product, and a sale to Germany carries German VAT.

Rather than registering in each country, the shop registers for the Union scheme through Revenue and files one quarterly return listing sales and VAT by country. Revenue passes the VAT on to each country, so the shop deals with one tax authority rather than several. The shop still files its normal Irish VAT3 for Irish sales and its purchases.

Registering for the scheme

Irish-established businesses register for OSS through ROS. Register before the quarter in which you expect to pass the threshold, and set up your shop and accounting software to record the customer’s country on every sale from that date. Retrofitting country data for a quarter that has already ended is slow and error-prone, and it is the most common reason a first OSS return is late.

Refunds on EU sales reduce the VAT due in the customer’s country, and corrections to earlier quarters are made through the scheme. Keep refunds linked to the original sale so the country and rate carry across, rather than recording them as a single lump against Irish sales.

How HelloBooks helps sellers

HelloBooks keeps a multi-currency ledger, reconciles platform payouts against the bank with AI, and codes sales with their tax treatment line by line. It does not prepare or file OSS returns. Use it to keep the underlying sales clean and country-tagged, and prepare the OSS figures from there with your accountant.

FAQ

Frequently asked questions

What is the OSS threshold?
Revenue lists €10,000 for intra-Community distance sales of goods and certain electronic services, above which VAT is generally due in the customer’s country.
How often is the OSS return filed?
Quarterly, by the end of the month after the quarter, according to Revenue’s Union scheme guidance.
Do I still file a VAT3 if I use OSS?
Yes. OSS covers the qualifying EU consumer sales; your Irish VAT3 continues to report domestic activity.
Do I need to register in each EU country?
Not for sales covered by the Union scheme. OSS lets you report that VAT through Revenue in one quarterly return.
What if I fall back below €10,000?
Check Revenue’s OSS guidance before switching back to charging Irish VAT on EU consumer sales, because the threshold looks at more than the current quarter.
