Business provisions added back

The personal income tax and business corporation tax regulations both decouple from:

  • The section 163(j) business interest change, with any extra federal deduction added back.
  • Section 174A domestic research expensing, added back and recovered under Rhode Island rules at 20% a year.
  • The higher section 179(b) expensing limits.
  • The sound recording production provisions in sections 168(k) and 181.

Individual deductions and PTET

Rhode Island does not allow the federal vehicle loan interest, tips or overtime deductions. Because they are below federal AGI, no add-back line is needed, but they will not reduce the RI-1040.

The pass-through entity tax continues despite the higher federal SALT cap, and participating owners must make the related add-back.
