E-invoicing in Ireland: the timeline from 2028 to 2030

Revenue’s VAT modernisation programme brings structured e-invoicing to Ireland in phases. Large corporates must issue e-invoices to other businesses from November 2028, businesses that trade cross-border within the EU follow from November 2029, and EU-wide rules for cross-border trade start in July 2030. From November 2028, every Irish business must be able to receive structured e-invoices, so even small firms need a plan.

The phases

On 2 October 2026 Revenue announced that it had written to the large corporates in Phase One.

  • November 2028: large corporates issue structured e-invoices for domestic business-to-business sales; all businesses must be able to receive them.
  • November 2029: businesses trading cross-border within the EU join the requirement.
  • July 2030: EU-wide e-invoicing and digital reporting for cross-border business-to-business trade.

What counts as an e-invoice

Think of it as the difference between a letter and a form: a person reads a letter, while a system reads a form field by field.

A structured e-invoice is data, not a document. It follows the European standard EN 16931 so that the buyer’s system can read it without a person keying it in. A PDF attached to an email is not an e-invoice under these rules, even though many people call it one.

What small businesses should do now

Nobody small has to issue e-invoices yet, but receiving starts in November 2028 and the software you choose in the meantime should be ready for it. Use the next two years to clean up customer and supplier records, especially VAT numbers and legal names, and to move away from hand-typed invoices.

If you sell to large Irish companies, expect them to ask for structured invoices or supplier data early, because their own systems have to be ready first.

Where HelloBooks stands

HelloBooks does not issue or receive EN 16931 e-invoices today. It produces invoices and keeps structured records of every sale and purchase, with VAT rate, VAT number and amounts, which is the data an e-invoice carries. Watch the HelloBooks Ireland page for e-invoicing support before the November 2028 deadline.

What changes for accountants and bookkeepers

Structured invoices arrive as data, so keying supplier bills disappears for invoices received this way. The checking does not: someone still decides the account, the VAT treatment and whether the purchase is a business expense. Practices should plan for review work rather than entry work.

Questions to put to any software vendor

A vague answer today is a reason to ask again in a year, not necessarily a reason to switch.

  • Will you receive EN 16931 e-invoices by November 2028?
  • Will you issue them for customers in later phases?
  • How will e-invoices flow into the ledger and the VAT return?
FAQ

Frequently asked questions

Does a PDF invoice count as an e-invoice in Ireland?
No. Revenue’s programme uses structured e-invoices to the EN 16931 standard, which a PDF does not meet.
Is my small business affected in 2028?
Yes, as a receiver. Every business must be able to receive structured e-invoices from November 2028, even if it does not issue them yet.
Where can I read the official timeline?
Revenue’s VAT modernisation timeline page, linked under Sources, is the authority and will be updated as the programme develops.
Will e-invoicing replace the VAT3?
Revenue’s timeline introduces e-invoicing and digital reporting in phases. Check the VAT modernisation pages for how returns change as each phase is confirmed.
What is EN 16931?
The European standard for the content of an electronic invoice. It defines the data fields so that software from different vendors can exchange invoices.
